Why 21 is not pronounced as 'onety one'

211 is pronounced as two hundred and eleven but many people spell it as two eleven in short. If eleven gets pronounced as onety one then 211 becomes two onety one in short  which spells as twentyone (21). To remove the confusion onety one is spelled as eleven and so the other numbers between 10 and 20 .
